Dennis Hilley
Dennis Hilley started Rocket Kat Strategy, a Service Disabled Veteran Owned Small Business, in 2008. His goal is to provide strategic services to companies and organizations seeking a fresh look at solving old problems. Dennis, a decorated Persian Gulf War veteran, served in the Air Force for over 32 years. His experiences range from tactical-level combat and space operations to National policy formulation. He served in a wide range of positions and assignments while in the Air Force, to include key staff positions in the Office of the Secretary of Defense.
A recognized space launch, range and access expert, he is a veteran of 95 space and missile launches. As a former Squadron Commander at Cape Canaveral Air Station, Florida, he was responsible for over 70 space support and mission critical facilities, all satellite payload processing, operations training and four active airfields. He also led the team of dedicated volunteers who restored the historic Complex 14 Blockhouse in time to celebrate the 35th anniversary of the Mercury Atlas Space program in 1998.
Dennis is a graduate of the Air Force Academy, and has a Masters Degree in Political Science from Auburn University, a Masters Degree in National Security Strategy from the National War College in Washington DC, and was a 2003 National Security Management Fellow at Syracuse University. He is a recipient of the Air Force Association’s Medal of Merit for Distinguished Service (1998). He also volunteers his services as the Associate Director of Development for the Eisenhower Center for Space and Defense Policy.

Fred Hilley
Fred Hilley serves as the Senior Advisor to Rocket Kat Strategy. Fred retired from the Air Force as a Senior Master Sergeant, Management Engineering Superintendent, after serving for over 21 years. He then joined industry as an Industrial and Mechanical Engineering Manager for Square D Corporation in Columbia South Carolina. He returned to government service as special program supervisor for the South Carolina Employment Commission. Upon his retirement from the State of South Carolina he became a small business man specializing in real property and management.
Fred joined the Board of Directors of SAFE Federal Credit Union in 1998, and has served continuously. SAFE Credit Federal Credit Union has grown during his tenure to over 100,000 members and more than $500 million in assets. SAFE is the largest Midlands based credit union with 15 branches in 7 counties in South Carolina.
A native of South Carolina, Fred is descended from a long line dedicated military professionals who have served in uniform since the Revolutionary War. He is a direct descendent of the Virginia Patriot, Thomas Hilley, a Revolutionary militiaman from Amherst County, Virginia.

Management & Marketing Development
Angela Raber works in the field of management consulting and has been doing so for the past 8 years. She has focused on leadership development and marketing development in organizations such as non-profits, multi-media, government and for-profit private. She has gained experience internationally as well as nationally, working with organizations in countries such as Ethiopia and Cyprus.
With a Masters in Public Policy Administration her focus has primarily been in the non-profit and public arena. She recently finished facilitating a 6 month Leadership Management course on the Ellsworth Air Force Base in Rapid City, SD alongside long time friend and business affiliate Alisha Vincent.
Currently she is working on her Doctorate in Administration from The University of South Dakota and teaching management courses for two Universities.

Organizational Development & Leadership Management
Alisha Vincent has over ten years of business management and consulting experience. She has worked in several markets including: non-profit, sales and distribution, radio and television, auto sales, and government. She is licensed and certified to use several consulting programs including Measurable Management™. In addition to training and development competencies she has extensive experience with grant writing, human resource management, and sales. Vincent has earned a master’s degree in Organizational Psychology and Development and is currently obtaining a doctorate in Administration from the University of South Dakota. She and her husband own three successful business; including an independent consulting firm, Equip, L.L.C., which she started out of a desire to see organizations improve their culture and better their performance.
